South East England Development Agency is Closing on March 31, 2012

The Government has announced that all Regional Development Agencies (RDAs), including SEEDA, will close by 31 March 2012.

Responsibility for economic development and regeneration in England is being passed onto successor bodies, including Local Enterprise Partnerships (LEPs) and central Government departments

Our objective is to ensure a professional and cost effective closure by this date.  We have pledged to work closely with our partners, contractors and stakeholders to ensure that the past and future economic benefits of key programmes and assets continue to deliver the greatest economic value for the South East and value for money for the taxpayer.

Who we are and what we do - Organisational information, structures, locations and contacts

Roles and Responsibilities

SEEDA is the Government funded agency responsible for the economic development of the South East of England.

Under the Regional Development Agencies Act 1998, each Agency has five statutory purposes, which are:

  • To further economic development and regeneration
  • To promote business efficiency, investment and competitiveness
  • To promote employment
  • To enhance development and application of skill relevant to employment
  • To contribute to sustainable development.

Organisational Structure

SEEDA is governed by a Board which is appointed by the Secretary of State for Business, Innovation and Skills (BIS).

Information relating to the legislation relevant to the authority's functions

The eight Regional Development Agencies (RDAs) were established under the Regional Development Agencies Act 1998, and were formally launched in eight English regions on 1 April 1999. The ninth, in London, was established in July 2000 following the establishment of the Greater London Authority (GLA). Responsibility for sponsorship of the RDAs moved from the former Department for the Environment, Transport & the Regions to the DTI in 2001, and then to the Department of Business, Enterprise and Regulatory Reform (BERR), now BIS, on its creation in Summer 2007.

Transparency Agenda: Publication of spend over £25,000

Internal and external performance reviews

The latest Independent Performance Assessment of SEEDA was carried out by the National Audit Office in 2006. Agency performance was judged to be 'Strong' and our score was 21 out of 24 available points. Nonetheless, we identified areas for improvement and set out the actions needed to make improvement happen.

A SEEDA Improvement Plan was developed in response to the Independent Performance Assessment and updates are provided on a regular basis.

Major policy proposals and decisions/Public consultations

SEEDA is responsible for the Regional Economic Strategy (RES) for the South East 2006-2016.

This strategy was developed in consultation with stakeholders in business, local government and the voluntary sector; the consultation documents and the draft RES are published on our website.

Major policies proposals are discussed and decided by the SEEDA Board. These decisions are documented in Board papers.

Background information relating to major policy proposals and decisions

SEEDA's policy decisions are informed by a comprehensive evidence base. The RES is supported by the RES 2006-2016 Evidence Base.

Progress against RES targets is measured in an Annual Monitoring Report. The latest Regional Economic Strategy 2006-2016 Annual Monitoring Report, Issue 2, October 2008.
