Matthew Brooke
Matthew studied Economics at the University of Cambridge, which was followed by an MA in European Economic Studies at the College of Europe in Bruges. Following his studies he worked in Italy and Brussels for economic consultancies. These focussed upon data analysis and policy reports, in particular in the employment and the regional policy fields.
In 2002, Matthew joined the DG Regional Policy at the European Commission in 2002. The Analysis and Conception unit in DG REGIO is responsible for a range of "horizontal" issues, concerning analysis of economic trends and policy design. The unit was responsible for the production of the third cohesion report, and will also be drafting the legislative package for the reform of cohesion policy.
Neil Bond
Neil Bond BSc is the head of the Regional European Funds policy Team in the DTI, the lead UK Government Department for the future of the Structural and Cohesion Funds. He has worked in the policy team since January 2000 and was the project manager for the consultation exercise on the UK Government's proposals for reform published in March 2003. He has worked in European regional funding for 6 years, having previously been the UK co-coordinator for the KONVER, RETEX and RESIDER Community Initiatives in the 94-99 round.
Marianne Neville-Rolfe CB
SEEDA Director of Strategy & Corporate Services, Marianne Neville-Rolfe CB is Director of Strategy and Corporate Services for the South East England Development Agency (SEEDA) on a four year secondment from the DTi. Marianne spent the early part of her career with the Confederation of British Industry and was the first Head of its Brussels Office, established at the time of the negotiations for UK entry into the European Community. She then joined the DTi where she later returned to close involvement in European matters from 1987 to 1990, advising Ministers on all aspects of the European Single Market Programme and ensuring that British business was as fully prepared as possible for the Single Market opportunities. Earlier responsibilities in the DTi included support for industry, attracting inward investment and support for business in winning major capital export projects round the world.
Between 1990 and 1994 as Chief Executive of the Civil Service College and Director of the Cabinet Office’s Top Management Programme, Marianne was at the forefront of reforms to introduce management best practice and a more market orientated approach in the delivery of public services.
From 1994 - 1999 Marianne was the first Regional Director of the Government Office for the North West. She brought together staff and major expenditure programmes from several Government Departments to deliver a coherent approach to economic development, competitiveness and regeneration in the region. Her responsibilities, including European funds, covered programmes such as business support, training and skills, regeneration, housing and planning. She then moved to work in Manchester on regeneration and economic development projects before returning to London in September 2000 on a short term assignment as Head of the support team for the Government’s Fuel Task Force.
Marianne has a degree in Philosophy, Politics and Economics from Oxford and is a Visiting Professor at Manchester Business School.
