Regional Emphasis Document

The South East Regional Emphasis Document (RED) was produced through co-ordinated input from the Regional Assembly, SEEDA and the Government Office for the South East. Each English region was asked by HM Treasury to submit a RED for the 2004 Spending Review. The document describes the key challenges facing the region and makes specific proposals for addressing these problems, identifying areas of policy that need more emphasis and where funding could be delivered in a more efficient way.
